Whether the quest buildings appear depends on village size. A certain population size is required for them to be "unlocked".

We have a Trapper's lair listed in the town hall but do not have one in our town.
It looks as thought that is a quest building. How does it get built?

Quest buildings suddenly appear depending on population, nobody builds them. You need to look very closely around town in order to find these buildings. ;)

There's usually an announcement in the 'paper' about those quest buildings appearing (at least with the highwayman, "An important citizens has arrived!").

Yes there will be an announcement in the papers....

It would be nice to have a town or state newspaper like we use to have in age 5...

You can also look at the town statistics to see if there are any quest buildings and if so which ones.

There are three different buildings for quests (highwaymain's hideout, trader's den, trapper's lair) that appear in a village when there is enough inhabitants

> 8 inhabitants & 2 different buildings  1 quest building
> 50 inhabitants & 8 different buildings  2 quest buildings
> 80 inhabitants & 12 different buildings  3 quest buildings

There is no order for their appearance

You can check their presence in your townhall statistics and you can check the other towns of your state in your townhall  state statistics  magnifying glass

the trappers lair is particularly hard to spot. it can easily be missed, as it doesn't look that different than an empty plot. it is not a building but looks more like a firepit with a small blanket or box. I found it a little more noticeable in Indian villages, but even there it's a challenge to find.
if you can't find one, but the town list shows one, then mouse over each and every blank looking spot long enough to see if any information pops up.
It would be nice if the icons for the trappers lair could be made a bit more noticeable, but perhaps part of the quest challenge is to be able to find them.
